Here is a great post by Susan Moskwa on setting up Geo targeting in Google Webmaster Tools. For example, if you want to target the site to Canada, France, Germany. So, one can specify the URLs in the webmaster tools. For e.g. www.xyz.ca, www.xyz.fr or au.xyz.com, de.xyz.com
